1903 General Orders
General Order No. 48. It is hereby ordered and decreed: 1. That whenever a document shall purport to have originated in territory under the jurisdiction of the United States of America and to bear the signature and seal of a notary public or the seal of a court of justice and the signature of the judge or clerk thereof, said document shall be presumed to be authentic; provided that such presumption shall be deemed disputable and may be controverted by evidence.
